A spokesman for Ms Garbutt said the minister rejected Ms Asher's assertions as politicalposturing.
"Seal Rocks has never been, is not now, nor will ever be related to Susan Davies' support,"
Ms Garbutt said.
"As far as we are concerned this is about a shameful contract drawn up by the Kennettgovernment, and taxpayers are now paying the price for another shoddy Kennett governmentprivatisation," he said.
Ms Garbutt said the arbitrator's report listed a host of breaches of contract datingback to the previous government and the opposition was being selective in laying the blameat the door of the current government.
